NewsDEVELOPMENT OF A NATIONAL ACTION PLAN FOR PVE: THE SPANISH MODEL

Last May 17, 2018, the Philippine Center for Islam and Democracy, in partnership with the University of the Philippines Law Center and its Islamic Legal Studies Program, organized a forum titled “Development of a National Action Plan for PVE:  The Spanish Model.”  It was held at the 1st Floor Lecture Room, Bocobo Hall, UP Law Center Complex, Magsaysay Avenue, Diliman, Quezon City.

 

The main speaker of the event, Dr. Carola Garcia-Calvo, is a Senior Analyst of the Programme on Global Terorrism at the Elicano Royal Institute and Associate Professor of the Department of International Relations at the Universidat Pontificia Commilas. She was involved in the formulation of the National Strategic Plan to Fight Violent Radicalization/PEN-LCRV which was approved last January 2015, eleven years after the Madrid train bombings.

 

According to Dr. Calvo, the plan was labored for two years and framed in the European Union strategy launch in 2005.

 

“This is a turning point moment into the approach to counterterrorism because it was a desperate moment for the European Union after the London attacks. They (EU) realized that counterterrorism couldn’t be just repressive measures but also a work in the prevention field,” she said.

The forum aimed to inform key stakeholders in the security sector and government about the initiatives done by Spain to prevent violent extremism and provide insights about the development of their National Action Plan.

 

The National Strategic Plan to Fight Violent Radicalization is a plan designed to create the necessary structures and work plan to prevent and neutralize the threat of violent extremism through early detection.
